English Learners Strategic Action Five-Year Plan

Overview

The Office of English Learners (OEL) has partnered with a team from American Institutes for Research (AIR) to develop, implement, and then monitor a five-year English Learners (EL) strategic action plan. The team from AIR began collecting data this past fall to better understand how ELs are being served in APS.

The data collected will be used to craft a plan to improve the school division’s capacity to deliver EL services over the next five years. The intent of this project is to listen, understand, and collaborate in the development of a five-year strategic action plan, but it is not a program evaluation.

Strategic Action Plan Goals

This project is designed to support the work of OEL to improve educational experiences and outcomes of English Learners (ELs). The project builds on prior division activities like the 2019 QTEL evaluation and APS’s response to the 2019 Department of Justice Settlement Agreement. The intent of the project is to listen, understand, and collaborate in the development of a 5-year strategic action plan. View the study overview for a description of the project details and goals.

Community Engagement

Draft Strategic Plan Feedback
The Community is encouraged to review the Draft Strategic Action Plan and to provide feedback by completing the feedback forms between February 13 – March 7, 2023.

Webinar
A webinar was hosted on Feb. 15 to provide an overview and background on the development process for the English Learner Five-Year Strategic Action Plan.

Timeline

  • Feb. 13, 2023: The Draft English Learner Five-Year Plan is posted online for review and public comment. The community can provide public comment until Tuesday, March 7, 2023.
  • March 7, 2023: Deadline to provide feedback on the Draft English Learner Five-Year Strategic Action Plan (extended from Feb. 28)
  • March 2023: Final draft of the English Learner Five-Year Strategic Action Plan.
