Pre-CIP Report FAQ

The following are the Frequently Asked Questions (FAQ) for the Pre-CIP, which includes general information on the report. What is the Pre-Capital Improvement Plan (Pre-CIP) Report?

The Pre-CIP Report, formerly the Arlington Facilities and Student Accommodation Plan (AFSAP), is produced every two years to help APS reevaluate enrollment and school capacity projections to identify any needs that have changed to ensure all students learn and thrive in safe, healthy, and supportive learning environments. It is the first step in the School Board’s process to shape priorities and identify adjustments for the following Capital Improvement Plan (CIP).

The 2023 Pre-CIP Report will be considered in the development of the FY2025-34 CIP. The contents and timeline for the Pre-CIP Report allow time for stakeholders and the public to review and provide input on these recommendations. The report will also identify all projects with potential engagement processes that will occur during the 2023-24 and 2024-25 school years.

This report is also informed by and supports other APS reports, including the 10-Year Enrollment Projections, Enrollment Management Plan, Spring Update to Projections.

All Arlington Public Schools (APS) budget and operations decisions are based on the best information available at the time. APS and community members are reminded that funding forecasts from Arlington County and the state may change, based on many external factors. Similarly, student enrollment and projections are based on the best available information, but are also subject to change due to employment, housing, and other economic factors. For these reasons, APS and the Arlington School Board may adjust future budget allocations, staffing, and other operations decisions to reflect the existing community and operating landscape.

Correction to Pre-CIP Report (added 10/5)

We have learned about a typo on page A-213 of the appendix in the Pre-CIP Report.  As part of the Swing Space School Site Recommendation Report, five elementary schools were ultimately considered for swing space.  Test-fit scenarios drafted for each of the schools and may be found on pages A-215-219.  A summary table was created for comparison in the report and printed with the approximate number of students reassigned repeated in two columns on page A-213.  The number for Discovery is correctly presented on the following page and should read “555” not “578” in the chart. We apologize for any confusion.

How is the Pre-CIP Report different from the Capital Improvement Plan (CIP)?

The Capital Improvement Plan (CIP) is a ten-year plan that the School Board updates every two years to address APS capital needs —investments needed to improve or enhance the infrastructure of our schools. The CIP includes major capital projects, such as new schools and school additions, as well as major maintenance and minor construction projects.

The 2023 Pre-CIP Report identifies recommendations for School Board guidance and provides an update on work in preparation for the development of the FY2025-34 CIP. The Pre-CIP Report is developed in alternate years between every CIP.

How is the CIP different from the CIP Direction?

The CIP Direction is voted on by the School Board ahead of the CIP. It instructs APS to pursue specific processes and studies that will be considered in the preparation of the CIP. The CIP Direction will be voted on by the School Board in November 2023, while the CIP will be voted on in June 2024.

How can I provide feedback on the contents of the Pre-CIP Report?

One goal of the Pre-CIP Report is to provide everyone with ample time and opportunities to engage with APS staff and discuss initial recommendations made in the report before the School Board decides on the next steps.

The community can email engage@apsva.us at any time with comments and suggestions. All of these messages are read and responded to by APS staff in a timely manner and will be shared with APS leadership.

Virtual and in-person Community Table Sessions were planned during the Summer and Fall to gather community members interested in learning more about specific topics and allow them to ask questions and offer informed feedback.

APS wants to make this process as collaborative as possible and emphasize that recommendations and proposals are not final. Community feedback will be compiled and presented to the School Board ahead of the relevant decision dates. Your participation is vital in shaping the outcome and ensuring that the best interests of all students are taken into account.
