How to Navigate the Facilities Condition Assessment (FCA) Data Analysis Workbook

The FCA data assessment workbook contains fifteen (15) data sheets (Tabs) that allow users to review the extensive analysis from different viewpoints. Information below identifies each worksheet and its purpose. It is best to view the data on the MS Excel application and not through a browser.

Tab 1: Navigation – this is the main page that allows users to jump to different analysis worksheets. The navigation page is organized into three sections: Action, Select a Building, Building Name. The last section, Building Name, links to the map location of each school or site. The other two sections are described below.

  • Action section – contains links that allow a user to view schools from different perspectives. Below is a brief description of each link and information that the worksheet analysis provides.
    • Building Characteristic Index (BCI) – Major Systems: Examples of major building systems are Heating, Ventilation, and Air Conditioning (HVAC), Electrical, Plumbing, and Life Safety. Within these major systems, items are identified for evaluation such as indoor air quality, filtration, occupancy lighting sensors, and water usage intensity. Every school is listed using a legend that ranges from Meets Standards to Does Not Meet Standards for all 41 facilities in alphabetical order. Definitions of these items within major building systems may be found in the last Tab of the workbook called BC Criteria.
    • Building Characteristic Index – Common Spaces: Examples of common spaces include cafeteria, kitchen, library, pool (if applicable), playground. Every school is listed using a legend that ranges from Meets Standards to Does Not Meet Standards for all 41 facilities in alphabetical order. Definitions of these items within major building systems may be found in the last Tab of the workbook called BC Criteria.
    • Building Characteristic Index – Educational Spaces: All these spaces are defined under the last Tab in the workbook called BC Criteria. For example, the category Classrooms 1.1 refers to an assessment of the classroom’s square footage adequacy. Every school is listed using a legend that ranges from Meets Standards to Does Not Meet Standards for all 41 facilities in alphabetical order.
    • FCA Data Review: Allows a user to select a site or building name and a list of all major building systems under the building characteristic index is shared. The summary tables at the top show the work breakdown structure for building systems and the aggregate condition for that site or building.
    • Condition Heat Map: Lists all schools and their major building systems’ rating from 1 (unacceptable) to 5 (excellent) in one view.
    • Portfolio Summary: Lists APS’ entire building portfolio as an aggregate and shares aggregate Facility Condition Index (FCI) rating, portfolio building Current Replacement Value (CRV) in 2023 dollars, 10-year projected needs value in CRV terms (not overall project costs). The data is organized by building system category.
    • Near-Term Items: Lists all schools and each school’s building system(s) that require near-term (1-3 years) repair or replacement projects and may be viewed from a Local Projects perspective. These projects would require smaller capital investments and may be done in a shorter timeframe like our Minor Construction/Major Maintenance (MC/MM) projects.
  • Select a building section – contains four (4) links for specific schools or sites. These links generate reports defined below. Users may select a school or site using the drop down menu in the first column (in purple). Once a school is selected users may view the following 4 links.
    • Systems Details Report: This report is the FCI report for a school or site. This view shares all building systems analyzed based on age and condition. The FCI rating informs Local Projects, projects in 1 – 3 years, and Major Infrastructure Projects.
    • Projected Needs Report: This report highlights a school or sites projected building system needs over a ten year period. CRVs are included for each year a system is due for replacement or repair. CRVs are in 2023 dollars.
    • System Observation Report: This report includes observation notes for each building system category and explains the rating received.
    • Building Characteristics Report: This report shares the BCI that contains three categories: major building systems, common spaces, and educational spaces. Notes are provided for further clarification in each category. If a user needs further clarification on a specific category, there is a blue button on the right hand side called “Go to Criteria” that jumps a user to the last Tab which defines each category.

The second to last Tab in the workbook provides users with the industry standard work breakdown structure (WBS) used in the FCI assessment.

The last Tab in the workbook provides further description and clarification of each BCI item within major building systems, common spaces, and educational spaces.
