Substance Abuse Counselors

Substance Abuse Counselors and other behaviorial health staff are not permitted to provide offsite counseling. We are able to provide resources and make suggestions directly to parents/guardians.

SB 2023-24

Ms. Bowler holds a B.A. in English from Cedar Crest College, and a Masters of Counseling from Arizona State University, along with the following credentials: Licensed Pupil Services Worker for the Commonwealth of Virginia; Master Addiction Counselor, and Certified Substance Abuse Counselor with the Commonwealth of Virginia. Ms. Bowler has been a Substance Abuse Counselor in the Arlington Public Schools since 2003. During that time, she has worked with youth from K-14. Ms. Bowler participates  in the Arlington Assistance and Recovery Initiative Task Force (AARI), a group that works to diminish the national opioid and heroin epidemic at a local level.


Laurel Osmer Cerrud

LOCLaurel Osmer earned her MSW in Clinical Social Work with a child and adolescent focus at The National Catholic School of Social Work. After completing her degree, she worked in a variety of settings to include: community preschools, public schools, adolescent clinics, juvenile detention facilities, homeless shelter, substance abuse treatment and homes. In 2001, she came to Arlington Public Schools as a School Social Worker. In that role, she supported tangible and emotional supports for children and families. In 2004, Ms. Osmer became a Substance Abuse Counselor for WLHS; offering formal assessments, group counseling, individual counseling,and parental support. She served there until 2013, when she transitioned her APS role. This year, she has returned to support Wakefield with her Substance Abuse knowledge. Outside of APS, Ms. Osmer has engaged in private practice work supporting mental health, trauma, and substance use needs since 1997.

kim chsolm (2)Kim Chisolm is a Licensed Clinical Social Worker (LCSW) and a Certified Substance Abuse Counselor (CSAC). She received her Bachelor of Arts degree in Psychology from Drew University and her Master’s degree in Social Work from Virginia Commonwealth University. With over 25 years of addiction experience,  Ms. Chisolm recently worked for many years at the Community Services Board, Juvenile Forensic Unit as a Counselor for court-involved youth. She’s excited about the opportunity to join this exceptional team.

 


Maria Luisa Ceballos

MCMaria Luisa Ceballos is a Licensed Professional Counselor, Master Addiction Counselor, and a Certified Substance Abuse Counselor. She received her Bachelor of Arts degree in Psychology from the Sacred Heart University in Lima-Peru. In 1998, she received her Master’s in Community Counseling from Trinity Washington University and completed a Post Master’s Program at George Mason University in 2007. Prior to joining APS in 2013, Ms. Ceballos worked for 13 years as a Child and Family Therapist at the Arlington Department of Human Services. While there she provided mental health and substance abuse treatment services to adolescents. Ms. Ceballos provides services to middle and high school students.  She is fluent in English and Spanish.

DMMy name is DeAndre McCoy and I am originally from North Carolina, where I obtained my Bachelor of Science Degree in Business Administration from East Carolina University in 2008. I later obtained my first Master’s of Science Degree in Human Services Counseling in 2013 and a second Master’s of Science Degree in Addiction and Recovery in 2018 both from Liberty University. Over the years, I have worked several jobs in the mental health and substance abuse field — from being a foster parent for 10 years to working in private practice with both teens and adults. In 2018, I obtain my clinical licenses as a Licensed Clinical Addiction Specialist in North Carolina and continued my work as a licensed substance abuse therapy. In 2022, I moved to Alexandria, Virginia and later obtained my certification as a Certified Substance Abuse Counselors in 2023. When I am not working and spending time with my (4) God sons, I enjoy listening to music, singing, traveling, and cooking. This 2023-24 school year, I will be the Substance Abuse Counselor for Arlington Community High School and Gunston Middle School and will provide support to Arlington Career Center. TTTakecia Taylor earned a Bachelor of Arts in Sociology/ Criminal Justice, as well as her M.Ed. in Community Counseling at Norfolk State University. Takecia went on to work as both a juvenile probation officer and a qualified mental health counselor for 10 years. Takecia then decided to further her education and began studying Substance Abuse Counseling, while working at National Capital Treatment and Recovery. In 2024, Takecia officially became a Substance Abuse counselor with the Arlington Public Schools, providing support to middle and high school students. Takecia is excited to have the opportunity to join this team and work with children and provide education to students, staff, and parents within the Arlington Community.


Jenny Sexton

Ms. Jenny Sexton holds credentials as a Certified Substance Abuse Counselor (CSAC), as well as a Forensic Addiction Counselor (FAC), and a Qualified Mental Health Counselor. Ms. Sexton holds a Bachelor of Science degree in Psychology and Sociology, with a minor in Administration of Justice, from the University of Virginia’s College at Wise; a Master of Arts degree in Forensic Psychology from Marymount University; and a career diploma in Substance Abuse Counseling from Penn Foster college. Ms. Sexton began working in the field of addictions counseling more than 20 years ago. Ms. Sexton has been a member of the APS Substance Abuse Counseling team for 8 years, where she serves the elementary and middle school population. She is also the Narcan trainer for the school system and a participant on the Arington Addiction Recovery Initiative task force. As a Virginia native, she feels privileged to be able to give back to students in Virgina through prevention support, education, and awareness about the dangers of substance use and abuse.


Vanessa Zorrilla Zuniga

VanessaVanessa Zorrilla-Zuniga is a Licensed Professional Counselor and a Certified Substance Abuse Counselor. She received her Bachelor of Arts degree in Psychology from George Washington University, and her Master’s degree in Counseling Psychology from Marymount University. Prior to joining APS as a School Substance Abuse Counselor, Ms. Zuniga worked for 16 years as a Child and Family Therapist at the Arlington Department of Human Services where she provided mental health and substance abuse treatment services. Ms. Zuniga is fluent in English and Spanish.
