Development of the 2024-30 Strategic Plan

During the 2023-24 school year, Arlington Public Schools will work collaboratively with stakeholders to develop the 2024-30 APS Strategic Plan. The Strategic Plan serves as a roadmap to guide and focus our work as a school division to provide high-quality educational opportunities that support the academic and social-emotional needs of all students. The process to develop the 2024-30 Strategic Plan will led by APS Staff and a Steering Committee comprised of diverse group of stakeholders (students, parents, community members, teachers, administrators, and staff) and include multiple opportunities for all stakeholders to share their input and feedback throughout the process.

On December 14, 2023, the School Board voted on the 2024-30 APS Strategic Plan’s mission, vision, core values, and priorities (Print Version)

Mission
APS will ensure all students learn and excel in high-quality, safe, and supportive schools.

Vision
APS provides an outstanding education where every student develops the skills and knowledge to become successful, college- or career-ready graduates and responsible global citizens.

Core Values

  • Excellence – We believe all students will receive a high-quality education through rigorous, evidence-based, and innovative instruction.
  • Equity & Inclusion – We believe in raising achievement for all students, eliminating gaps, providing equitable access to opportunities, and fostering intentional inclusion for our diverse community.

Priorities

  • Student Academic Growth and Success – APS will ensure each student achieves academic excellence through high-quality instruction and systems of support to eliminate opportunity and achievement gaps.
  • Student Well-Being – In partnership with families, staff, and students, APS will create inclusive, safe, and supportive learning environments that foster all students’ intellectual, physical, mental, social emotional growth and well-being.
  • Centered Workforce – APS will support and invest in a culture that attracts and retains skilled, talented, and effective staff committed to student success and well-being.
  • Operational Excellence – APS will plan and implement efficient, effective, and sustainable system-wide operations to support the success of our students, staff, and community.
  • Student, Family and Community Partnerships – APS will strengthen and develop partnerships built on trust with students, families, community members, organizations, and local government to support student learning.

The next phase in the development of the APS Strategic Plan will continue over the next few months with the focus shifting to the monitoring and implementation elements (objectives, strategies, and key performance indicators). The community will have multiple opportunities to provide feedback during this phase of the process.

The Superintendent will make recommendations on the performance objectives, strategies and key performance indicators to the School Board in June 2024. View the 2024-30 APS Strategic Plan News Release for additional information.

Strategic Plan Steering Committee

The 2024-30 Strategic Plan Steering Committee consists of students, staff, families, and community members that will work collaboratively with APS staff and the community during the 2023-24 school year to develop a proposed six-year strategic plan for APS. The Steering Committee will meet regularly (1-2 times/month) beginning in June 2023. The Strategic Plan Steering Committee will meet regularly to complete the following:

  • Review APS performance data and external data.
  • Work together in developing a recommendation on proposed revisions to the mission, vision, core values, and goals that are supported by community expectations and aspirations.
  • Share feedback on APS Staff’s proposed Strategic Plan Implementation & Monitoring Elements.
  • Gather and analyze community input and feedback throughout the process.

Steering Committee Meeting Dates

  • All meetings are in person on Wednesdays from 6:30-8:45 p.m. at the Syphax Education Center (2110 Washington Blvd) unless noted otherwise
  • Attendance at all meetings is expected
  • Dinner will be provided
  • Childcare for children age 4+ will be available
  • All meetings are open to the public, but non-committee members will only be able to observe meetings and are unable to participate

Community Engagement

Objectives

  • Process — Raise awareness among internal and external stakeholders about the development process for the 2024-30 Strategic Plan, including timelines, and ways to participate in the process.
    • APS will use a variety of communications channels to update and encourage community engagement in process including School Talk and Engage Updates as well as social media and community publications
  • Recommendations— Share information, encourage engagement, and gather feedback on proposed Strategic Plan Foundations (Mission, Vision, Core Values, and Goals) in Fall 2023 and the proposed Monitoring Elements (Strategies, Desired Outcomes, Measures, Performance Objectives and Key Performance Indicators) in Spring 2024
    • Community and staff will have multiple opportunities to provide feedback throughout the process that will begin in Fall 2023 and carry through the 2023-24 school year
    • Some of the ways APS will solicit and gather stakeholder feedback include, but not limited to, Steering Committee meetings, engage website, community forums, surveys
  • Follow-up — Inform all APS stakeholders about decisions related to the 2024-2030 Strategic Plan that will be implemented. Provide updates on the school divisions progress toward the goals and objectives in the 2024-2030 Strategic Plan

Sept. 14 – Oct. 6Hopes & Aspirations

APS has several upcoming engagement opportunities to gather input from students, staff, families, and the community on their hopes and aspirations for APS students, the greatest opportunities and challenges APS faces, and what APS should prioritize in its next strategic plan. The responses will be used to help inform revisions to the current Strategic Plan.

Questionnaire 

Available to be completed by October 6, 2023 and is available in English, Amharic, Arabic, Mongolian, and Spanish for students, families, and community members.

 Community Forums 

The community forums are open to all students, staff, families, and community members. Interpretation will be available in Spanish and interpretation for additional languages is available upon request by calling or texting Engage with APS at 571-200-2770.

  • September 26: Washington-Liberty High School | 6:30 – 8:30 p.m.
  • September 27: Wakefield High School | 6:30 – 8:30 p.m.
    • Note: This session will be held in Spanish with interpretation available in English
  • October 3: Yorktown High School | 6:30 – 8:30 p.m.

Focus Groups

Focus groups were held with advisory groups, community-based organizations, several school communities (student focus groups and parent focus groups), and APS staff across all positions and scales, to ensure the composition of focus groups was representative of the diverse Arlington community with emphasis on ensuring historically marginalized and underrepresented groups and are included in the development process. October 16- November 5 – Feedback on the Steering Committee’s Draft Foundations (Mission, Vision, Core Values, Priorities)

APS is continuing its work to develop the 2024-30 APS Strategic Plan, which sets the direction and maps the path to success for the school division. This past September, the community was asked to provide input on their hopes and aspirations and what APS should prioritize in its next Strategic Plan. Since beginning this process, input has been received from over 4,400 students, staff, families, and community members through the community questionnaire, community forums, and focus groups.  Following the initial feedback received from the community, the Strategic Plan Steering Committee is now seeking feedback on its draft foundations through a brief questionnaire. The feedback received from the community will help the Steering Committee further refine the draft proposal as it prepares its recommendations for the Superintendent.   The questionnaire is available to be completed until Nov. 5, 2023. It is available in English, Amharic, Arabic, Mongolian, and Spanish for students, staff, families, and community members.
